We testified, again.

Members of the Maryland Collectible Auto Association testified on Friday, February 27th, on three bills. Mike Lechlitner, Kyle Blake, and Ryan McGowan all provided written and oral testimony. An interesting and full discussion with the Delegates on the Committee and the bill(s) sponsors. We supported HB 4 (R) sponsored and HB125 (D) sponsored. BOTH are essentially the same, and they reinstate Historic tags with 25 years + rolling and have grandfather clauses.

We foresee these being combined and passed by the committee, followed by a vote on the House floor and moved to the Senate as a bill there (SB566/SB452). If passed, the change would be effective 1 July, 2026. We also testified as “favorable, with conditions” on HB773. This also moves historic to a 25 + rolling with grandfather, but has Street Rod at 30 years for eligibility. Our “condition” was that Historic and Street should both be at 25 and not have two different age limits. What’s next? Your assistance will be vital!

Dear Delegate,

I am writing to respectfully urge your support for HB4 and HB125, which would reinstate Historic vehicle registration using a 25-year rolling eligibility standard and include a grandfather clause for current Historic tag holders.

These bills provide a fair and consistent path forward for Historic vehicle owners while protecting those who relied on prior law when registering their vehicles.

HB4 and HB125 are substantively aligned and offer a balanced solution that restores clarity and stability to Maryland’s Historic registration program. I encourage the committee to move forward with a combined version of these bills and advance it out of committee for consideration by the full House.

Additionally, while HB773 also proposes a 25-year rolling eligibility for Historic vehicles with a grandfather clause, it sets Street Rod eligibility at 30 years. If HB773 is considered, I respectfully request that Historic and Street Rod classifications maintain a consistent 25-year threshold rather than creating two separate age standards.
