State Legislature Provided Synopsis: “Exempting a vehicle that was registered as a historic motor vehicle before July 1, 2025, from the requirements of the Vehicle Emissions Inspection Program under certain circumstances.”
MCAA read: This is a welcome “grandfather clause” that exempts vehicles previously tagged Historic from the emissions test requirement.
MCAA recommendation: MCAA strongly supports this legislation but notes its effective date (if passed) is 1 July 2026. The impact of the current law and claw back of H-tags will have been in effect for one year before this change takes effect. Many current H-tag holders have already been faced with emissions tests as their tags have expired, with no redress as in this bill. MCAA members and others should contact the Senate Committee and their Delegates/Senator in support of the bill, and certainly provide comments on the non-redressal.
