Following a discussion with the sponsor of the Budget Reconciliation and Financial Accounting (BRFA) amendment, Senator JB Jennings, on March 30, MCAA has confirmed an important update regarding historic vehicle eligibility in Maryland.
While the 25-year rolling eligibility amendment has successfully passed both the House and Senate, there is a key change to its implementation timeline.
Unlike most legislation passed during the General Assembly, which typically takes effect on July 1 of the same year, this amendment will have a delayed effective date.
👉 New Effective Date: July 1, 2027
According to Senator Jennings, this adjustment was necessary to secure passage of the amendment within the BRFA framework.
What This Means
- The move to a 25-year rolling eligibility is officially approved
- However, it will not take effect until mid-2027
- Current historic plate rules remain in place until that time
This is still a major win for the automotive community, but with a longer runway than expected. The focus now shifts to continued advocacy and ensuring smooth implementation when the change goes into effect.
It’s a complete fail. Now, I have to turn-in my Class L (Historic) tags on my 2004 London Taxi this year and register it as a Class A vehicle. Then, re-register it again as a Class L vehicle in 2029. It’s left me doubly screwed. Thanks Maryland Legislators and Club advocates (for NOTHING!)
